Neil Paulley - TRL Limited
Neil Paulley is Director of the TRL Academy and has 35 years' experience in transport research. He has worked extensively in the area of transport policy and demand forecasting, having a particular interest in the underlying causes of observed travel patterns, in behavioural responses to investment initiatives and in the relationships between land use and transport. As Director of the TRL Academy, Neil has company responsibility for ensuring the technical quality of a wide range of projects and for overseeing investment in research. He is responsible for numerous publications, is on the editorial board of Transport Policy and is vice chair of the Council of the Association for European Transport.
Dr David Quarmby CBE
David accepted the appointment of Chairman of TRI in January 2006 and chairs the TRI Board and Advisory Board. David is a consultant in transport, planning, tourism and economics, mostly with Colin Buchanan. He is also a non-executive director of NedRailways, and chairman of the RAC Foundation. Until 2006, he was Chairman of the Strategic Rail Authority and Chairman of SeaBritain 2005. Since 1996, David has also been a Board Member of Transport for London, Chairman of the British Tourist Authority and English Tourist Board and Chairman of the Docklands Light Railway. Prior to 1996, he has held positions as Logistics Director and Joint Managing Director at Sainsbury's; previously he was a Board Member and Managing Director of Buses in London Transport. In the 1960s, he was an Economic Adviser at the Ministry of Transport and a Lecturer at Leeds University. In 2008 David was awarded an Honorary Doctorate of Engineering at the University. He was appointed CBE in 2003.
Mr Martin Richards - Transport Policy Advisor
Martin Richards has over forty years of experience in transport and planning in both Europe and Asia, most of it as a consultant. He was appointed as an Officer of the Order of the British Empire (OBE) in 1993 for his service to transport planning. He retired as Chairman of The MVA Group, international planning consultants, in 2000 after 25 years with the firm.
Since retiring, he has been active in the development of the transport planning profession. He is closely involved with the Universities' Transport Partnership, a group of eight UK universities, including Edinburgh Napier, providing Masters level education in transport, and chairs the Partnership's Employers' Forum. He has been the primary author of the first National Occupational Standards for Transport Planners and for Transport Planning Technical Support Staff, together with Level 3 and NVQ/SVQs developed by the Transport Planning Society and GoSkills, the passenger transport sector skills council.
He is author of Congestion Charging in London - The Policy and the Politics, (published by Palgrave Macmillan); Editor in Chief of Transportation, a Springer academic journal; and a member of the Transport Planning Society's Executive Committee, the Chartered Institute of Logistics and Transport's Public Policies, and Professional Standards Committees.
